The document aims to create sustainable infrastructure to meet the needs of the population and the economy from 2024 to 2029.

The National Infrastructure Plan ("the Plan") is an operational action plan aimed at creating a sustainable infrastructure framework to meet the needs of the population and the economy, approved by the Government of the Republic of Kazakhstan.
The strategic objective of the Plan is to identify priority projects, targets, and infrastructure directions.
The Plan has two primary goals: ensuring the reliability of essential services for the population and supporting the country's economic growth. Implementation of the National Infrastructure Plan will create approximately 150,000 jobs, including 26,500 permanent and 120,000 temporary positions.

The Plan sets out four key areas of infrastructure development:

Energy infrastructure (46 projects)
Transport infrastructure (59 projects)
Water supply and sanitation infrastructure (89 projects)
Digital infrastructure (10 projects)

Projects are divided into two lists:

List A - critically important projects for meeting the basic needs of society, with priority given to their implementation.
List B - projects that will be implemented subject to favourable funding conditions.

Particular attention is given to the energy sector. The Plan provides for the implementation of projects to introduce new capacities and meet the growing demand for electricity. Projects for the construction of new power plants and the modernisation of existing ones are included in List A for several reasons:

They ensure reliable electricity and heat supply for the population;
They support the functioning of vital facilities;
They are a key element in the country's economic development;
They reduce the country's dependence on imported energy, thereby enhancing energy security;
They reduce the risk of emergencies.

Renewable energy sources (RES), including wind and solar energy, play an important role in Kazakhstan. They help diversify energy sources, reduce dependence on traditional sources such as coal and gas, and contribute to reducing greenhouse gas emissions, which is important in combating climate change.

The Plan aims to complete major renewable energy projects by 2029, with the involvement of strategic international partners such as Total Eren, Masdar, ACWA Power, and China Power International Holding. These leading companies in the renewable energy sector have shown interest in investing in Kazakhstan projects, contributing to the country's economic development and increasing the share of RES.

The Government of Kazakhstan has set the following targets:

Reduce the wearout of generating capacities to 47% by 2029 (from 53% in 2024).
Eliminate the power capacity deficit by 2029.
Increase the share of power generated from RES to 12.5% of total production by 2029 (from 6% in 2024).
Achieve 14,785 GW of newly introduced power capacity with storage by 2029 (from 0.695 GW in 2024).
Strengthen the electricity network of the Southern Zone of the Unified Electric Power System of Kazakhstan by 2027.
Integrate the energy system of Western Kazakhstan with the Unified
Electric Power System of Kazakhstan by 2028.
Reduce the wearout of heating networks to 43% by 2029 (from 52% in 2024).
Increase the country's gasification level to 63.4% by 2029 (from 60.5% in 2024).
