Kazakhstan is entering one of its most significant infrastructure investment cycles to date. The Government's National Infrastructure Plan until 2029 includes 204 projects across energy, transport, water, and digital infrastructure, with a total estimated value of approximately US$81.8 billion the majority of which is expected to be financed through private and multilateral sources. The country's PPP portfolio now exceeds 1,257 concluded agreements valued at over KZT 3.6 trillion, with average project sizes nearly tripling since 2022 as the market shifts toward larger, more complex transactions. Alongside this, Kazakhstan's Investment Policy Concept targets at least US$150 billion in foreign direct investment by 2029, supported by an expanding pipeline of IFI-backed programmes across renewable energy, water infrastructure, and transport connectivity.

Top Projects:
Unicase advised the European Bank for Reconstruction and Development (EBRD) on the BAKAD project, the construction of a 66 km Almaty bypass and the largest PPP project in Central Asia, as well as the biggest infrastructure project in Kazakhstan outside the oil and gas sector. The US$585 million financing package involved a multi-lender structure including the EBRD, Bank of China, PGGM, the Eurasian Development Bank, and the Islamic Development Bank. The project diverted hundreds of thousands of transit vehicles daily from Almaty's streets, delivering measurable improvements to logistics, air quality, and urban mobility.
Unicase advised the Ministry of Health of Kazakhstan and the PPP Advisory Centre on a concession project for the construction and operation of a 300-bed Multi-Disciplinary Hospital under the Asfendiyarov Kazakh National Medical University in Almaty. The firm reviewed and revised the concession agreement, tender documentation, and direct agreement, and drafted amendments to the Concessions Law, Health Code, and budget legislation to ensure a bankable and legally compliant PPP structure.
Unicase advised the Asian Development Bank and the Akimat of Astana on the preparation of the Astana Wastewater PPP project, aimed at expanding the city's municipal wastewater treatment capacity. The work encompassed analysis of PPP structuring options, development of a project financial model, financial analysis of the utility, and preparation of comprehensive recommendations for project implementation in consultation with government authorities and donor institutions.

Unicase advised the public partner on the Turkestan International Airport - the first new airport built since Kazakhstan's independence and the country's first airport project implemented under a PPP model. Developed on a 905-hectare site with a 10,500 m² terminal, the project attracted approximately US$160 million in investment and welcomed its first scheduled flight in December 2020.

Unicase advised the EBRD and the Ministry of Healthcare of Kazakhstan on the structuring and documentation of a PPP concession for the construction and operation of a multi-disciplinary hospital in Almaty. The assignment covered the full scope of concession and tender documentation, development of a bankable PPP structure, and support through negotiations and finalisation of the Direct Agreement in compliance with Kazakhstani law.
Unicase acted as legal counsel to Uzbekhydroenergo on the development of five small and medium hydroelectric power projects in Uzbekistan, with a combined capacity of 46.6 MW the first major hydropower PPP programme in the country. The projects are being developed with World Bank financing under the Institutional Capacity Building Project. Unicase provided end-to-end legal support across the full project cycle, including structuring the competitive bidding process, drafting the PPP Agreement, Power Purchase Agreement, Grid Connection Agreement, and all associated bid documentation, as well as advising on bidder clarifications, legal evaluation of bids, and negotiations with the preferred bidder. The projects are expected to generate 179 million kWh of clean energy annually, contributing directly to Uzbekistan's target of reducing greenhouse gas emissions by 35% below 2010 levels by 2030.
